is it has made California relevant," said Bill Whalen, a research fellow at the Hoover Institution and a former speechwriter for Mr. Wilson. "It has put us back on the map politically. It could be very good for the Republicans, or it could be very troubling."

Most of the hand-wringing and second-guessing are becoming increasingly irrelevant, however, as a special recall election looks likely and the grass-roots excitement among Republicans builds to levels some veteran Republicans liken to the late 1960's when Ronald Reagan was governor and to the 1978 tax revolt characterized by Proposition 13.

"Once the battle is engaged," Mr. Rohrabacher said, "all of the Republicans are going to be good soldiers and be part of the effort. There is dramatic energy level on the street in California against the governor."
